Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology an Agribusiness (DTA) coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri0business The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

Responding to the growing demand for supporting inclusive and sustainable industrial development (ISID) in the era of the new industrial revolution, the Department of Digitalization, Technology and Innovation (DTA/DTI) leads the way in addressing opportunities challenges and risks stemming from the fourth industrial revolution (4IR) and its contribution to sustainable socio-economic progress. The Department is responsible for the strategic coordination of 4IR-related matters with designated focal points in other technical Departments and organizational entities of UNIDO, as appropriate. In consultation with public and private partners, DTI designs and implements holistic interventions that are tailored to specific country needs.

The Quality Infrastructure and Smart Production Division (DTA/DTI/QIS) seeks to build national and regional quality
infrastructure systems needed to provide internationally recognized services, including strengthening institutional capacities (i.e. metrology, standardization and accreditation); building conformity assessment capacities (testing, inspection, certification, calibration, etc.); supporting small and medium enterprises (SMEs) to take advantage of new technologies and standards for smart production and thus participate in global value chains; trade facilitation and promoting quality awareness with the public sector, economic operators and consumers. The Division also conducts related advocacy events and develops public goods, methodologies and tools to support the development of such quality infrastructure systems and services.

The National Technical Advisor works under the overall guidance of the Director, Department of Department of Digitalization, Technology and Innovation (DTA/DTI) and the direct supervision of the Chief of the Quality Infrastructure and Smart Production Division (DTA/DTI/QIS); and in close collaboration with the colleagues to support the mandate of the Division.

The National Technical Advisor is responsible for substantive technical responsibilities for (a) work that is integral to results achieved by the Department; (b) creating an enabling environment which is catalytic to achieving results; (c) building partnerships which result in strategic collaborations and (d) achieving results which are cross-programme and inter-service oriented.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her team and colleagues, in the country as well as in the region and in headquarters.

Staff -members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Programme Context 
Poverty Alleviation and Inclusive Development Across Rural Sindh (PAIDAR) is a five-year programme funded by the European Union to support the Government of Sindh (GoS), Pakistan in implementation of its Poverty Reduction Strategy (PRS). The long-term objective of PAIDAR is to contribute to sustainable poverty reduction and improvement of livelihoods of poor women, men and young people across Sindh province.

The PRS has three pillars: 1) Community Driven Local Development 2) Addressing Urban Poverty including Urban Economic Clusters and 3) Rural Growth Centres.

Purpose of PAIDAR programme is to support the GoS to implement its poverty reduction strategy as a whole and in particular sub-strategies that aim at:
•    Fostering economic development, enterprise development and job creation with the objective of increasing income of the poor women, men and young people
•    Optimizing public service delivery to enhance access to livelihood improving services such as water, electricity, health services and education with the ultimate objectives of both improving living conditions and quality of life and reducing poor household’ expenditure that arises as a cost resulting from lack of access to such services and poor living conditions.

To this end, the programme will:
•    Provide necessary technical assistance, capacity building and financial support to a significant number of micro and small enterprises in target RGCs with the objective to overcome COVID-19 impacts on enterprises, support enterprise development and business development.
•    Contribute technically and financially to building and upgrading public infrastructure for improvement in delivery of basic service with direct impact on poor people’s livelihood as well as services to support business development.
•    Strengthen capacity of the GoS at provincial and local level for implementation of the PRS and assist the GoS to strengthen internal coordination and monitoring capacity, and to optimize provincial public resources allocation towards meeting PRS objectives.

PAIDAR will deliver on the above objectives through utilization of three key mechanisms:
1.    Co-financing public investment projects of the GoS aiming to build and/or upgrade public infrastructure for delivery of basic services with high impact on livelihood improvement and poverty reduction, as well as for delivery of services with high potential to contribute to economic development of the target RGCs and foster enterprise development.
2.    Provision of grants to support MSMEs investment projects which demonstrate strong potential for enterprise development, income generation, job retention and creation.

Technical assistance to the GoS and the MSMEs to ensure investment projects (both co-financed public infrastructure development projects and financially supported MSME investment projects) are designed, planned and implemented to deliver results in line with the objectives of the PRS; and to strengthen GoS capacity to plan, implement and monitor results PRS

Main Responsibilities
Under the overall guidance of PAIDAR Programme Manager and Chief of the Quality Infrastructure and Smart Production Division (DTA/DTI/QIS), the National Technical Advisor (NTA) shall carry out the following functions to achieve the immediate results of the PAIDAR programme:
•    Programme implementation: Undertake full programme management responsibilities for the provision of programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. Overall technical supervision of implementation of the programme in Sindh; Technical liaison and coordination with the Government of Sindh and line departments for effective implementation of the programme; Leading the programme team and providing support as technical lead for all the outputs, acting as senior technical advisor; Substantive technical responsibilities for the programme implementation and creating an enabling working environment among the team and counterparts which is catalytic to achieving results, in particular related to development of the public sector capacity and providing substantive advice to the GoS (P&D) for successful implementation of the PRS; Establishing Terms of Reference for subcontracts and Job Description for international and lead experts and provide substantial support to the Programme Manager in identifying and selecting suitable national and international experts; Responsible for day-to-day technical guidance to the Karachi team for the implementation of the actions; Quality assurance of the technical deliverables prepared by the team of national and international experts and contractors, providing technical leadership of the actions to achieve results, translating the programme’s strategy into outputs and impacts; Ensuring sound conceptualization of investment plans and overall coherence of investments at RGC/UEC level
•    Governance and Coordination: Lead planning, organization and follow-up on decisions of the programme steering committee meeting to be organized bi-annually; Ensure coordination of all programme activities with the Government of Sindh and the Planning and Development Department and the Urban Directorate as direct counterparts of the programme; Support the GoS as a technical advisor to ensure coordination and synergies between public investments that have or can have major impact on reduction of poverty and improvement of livelihoods; Exploring synergies with the currently ongoing projects in Sindh.
•    Monitoring and reporting: Monitor and report actual programme implementation and outcome compared to the planned programme implementation as specified in the programme document and in line with the procedures and guidelines by EU and UNIDO; Supervise the monitoring and reporting expert to ensure an effective and efficient programme monitoring, evaluation and learning (MEL) framework is developed and implemented; ensure timely preparation and accuracy of programme reports; ensure timely submission of draft reports for review of programme management team; ensure timely submission of programme reports to the GoS and the EU; Monitoring progress in implementation, including missions to the programme site, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluation of the programme.
•    Communication and visibility: Supervise and provide guidance on development and implementation of programme communication and visibility plan; ensure regular communication of programme results with key audience groups using the most effective communication tools and platforms; ensure communication and visibility materials and tools follow GoS, UNIDO and the EU rules and procedures.
•    Advisory Services to Counterparts: Provide substantive technical advisory services to Government counterparts on all aspects of programmes managed; advise the GoS and local government of preparation of investment proposals and PC-1.
•    Perform other related duties and assignments as required by the Chief of the Division or Director of the Department.

Minimum Organizational Requirements

Education:  
Advanced university level degree in Economics, Business Administration, Sustainable Development, Urban and Rural Economic Development, Environmental Management, Engineering, or in a field of direct relevance to the mandate of the Department, is required.

Experience: 
A minimum of seven (7) years of professional working experience in programme intervention areas such as  industrial development, sustainable economic development, regional and local economic development, industrial cluster and value chain development, enterprise development and poverty reduction and livelihood development including at the international level and, involving technical cooperation in developing countries, is required. Experience in all phases of the Project Cycle, is required.
Experience with the sustainable development challenges in Pakistan is required.
Experience in evaluating the needs, conditions and problems in developing countries, is desirable.
Experience or working knowledge and theoretical understading of poverty reduction approaches is desirable.
Experience in developing and managing grants and financial support to MSMEs is desirable.

Languages:  
Fluency in written and spoken English and Urdu is required.  Fluency in or working knowledge of other official language(s) of the United Nations, is desirable.

NOTE: UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position. However, the seniority-in-grade requirements for applying for higher level positions, as per paragraphs 18 and 78 of the HRMF, have been waived.
