Position: Deputy Manager Process Safety & Loss Prevention

Job Purpose

Provide guidance and support with regards to safety management systems (personnel safety, process safety) in order to achieve consistent HSE Management across Engro Group Companies in line with “best in class” international Standards.

Key Accountabilities & Performance Indicators 1/4

Description Performance Indicators
Possess and maintain up to date HSE management expertise and know how, as applicable to Engro group companies. Able to analyse HSE and process safety issues/concerns and work with concerned Engro group companies to provide support/solutions related to Engro group companies’ operations.
Identify and document hazards (Safety/Process Safety, related) that exist in Engro group companies’ Operations. Maintain Engro-wide hazard register and update on an on-going basis
Develop and support the implementation of Level 1 HSE Standards in line with “most stringent” international Standards and best practices. Implementation of “world class” HSE management system in Engro group companies. Review and update as per agreed schedule.

Key Accountabilities & Performance Indicators 2/4

Roll out of DuPont Risk Based Approach Ensuring that the right methodology is utilized in MAH interim review sessions & providing HSE perspective in the studies

Ensuring that the right methodology is utilized in HAZOPs revalidation/baseline HAZOPs & providing HSE perspective in the studies

Carry out Risk-Based Assessments of Engro BUs

Training/guidance of resources on DuPont RBA

Facilitate and support the inclusion of HSE requirements/process safety assessments in the new and brownfield projects scope i.e., HAZID, HAZOP, QRA, SIL/LOPA, ESIA, HRA etc. Preparation of TOR – Terms of Reference document for all HSE studies. Participate in all HSE related studies and ensure alignment with L1 HSE Standards and best practices. Ensure Study findings get implemented.
Facilitate and support RBA (risk-based assessment) implementation roadmap across all Engro group companies. Ensure all MAHs (Major Accident Hazards) are identified, assessed and effective controls are in place. Maintain Engro-wide risk register and dashboard to reflect MAHs. Provide support related to RBA activities to Engro group companies.

Key Accountabilities & Performance Indicators 3/4

Hands-on knowledge of Engro HSE MIS system functionality. Able to resolve in collaboration with IT, issues faced during use by group companies. Effective use of Engro HSE MIS system across all group companies. Use of database for group-wide analytics.
Set up and participate in 2nd party audits/facilitate 3rd party audits to measure the effectiveness of the Engro L1 HSE Standards implementation by group companies and categorize areas of improvement. Maintain follow up on timely close out of action items. Availability of schedule for 2nd and 3rd party audit cycle audit cycle and audits are conducted as per agreed timelines.

Audit findings are appropriately closed-out in timely manner. Standards are revised, as required.

Maintain Engro-wide HSE performance statistics i.e., injury/illness count, manhours worked, Key Performance Indicators (KPIs). Analyse trends and recommend appropriate corrective actions. Develop communication pack for sharing with Engro group companies and Engro Board. Prevent occurrence of safety incidents with adverse outcome through sharing of performance results and highlighting areas of concern to achieve proactive adjustment and prevention.
Participate in accident investigations. Ensure documentations of findings by group companies and maintain follow up on close out of action items. Ensure that all major accidents are investigated, and findings are documented in line with Engro L1 HSE Standards.

Key Accountabilities & Performance Indicators 4/4

Develop HSE training matrix to achieve the required level of safety skills and knowledge in group companies’ personnel. Analyse injury/nearmiss trend and audit findings (2nd/3rd). Safety training requirements are identified for group companies’ personnel and follow up is maintained to enforce compliance.
Manage the functionality of the MIS platform and ensure correct use by group companies. Analyse utilization and highlight areas of concern. Troubleshoot operational issues through IT in order to facilitate user Ensure effective functioning of the MIS system and utilization by group companies for reporting HSE activities in line with agreed protocol.
Manage 3rd party service providers to fulfill HSE services needs of group companies. Professionally competent 3rd party service providers are utilized to achieve high quality safety support.
Preparation of annual budget and capex proposals for ECTD Group HSE activities and oversight on expenses to prevent overrun. Timely implementation of capex proposal. Management approval is obtained, and expenses are not allowed to overrun the approved limits

Professional Experience

At least 7 years of HSE experience supporting Operations and/or Projects, such as plant or process engineering, project design, execution, engineering and/or technical service roles in fertilizer/petrochemicals/refinery industry.  Participated in PHA studies as member.

Senior Instrument Engineer – EPCL

Job Purpose:

Senior Instrument Engineer will be responsible for Instrumentation and Control System evaluations and feasibility studies of new projects with the business development team.

Overall Responsibilities:

  • Formulating Instrumentation and Control Systems scope for Project Evaluations and do CAPEX calculations and Front-End Engineering of the project.
  • Carry out correspondence with vendors for technical proposals of instrumentation, control valves, control systems, package units, their technical and financial evaluation, ensuring application of site applicable standards, engineering and process specifications and quality aspects.
  • Information of compatibility of Instrumentation with application and service.
  • Understanding of hazardous area classification and IP rating of Instrumentation and control panels.
  • To maintain drawings / documents & help ensure that they are updated. Ensure availability of these documents at respective area of work.
  • Design or modify documentation, drawings and logics to improve and ensure engineering specifications and standards.
  • Facilitating and interpreting technical safety studies including QRA, FERA, EERA, Facility Siting, Bow-Ties, HAZOPs, LOPA, FMEA and SIL assessments.
  • Ensure coverage of Instrumentation Scope of projects and compliance to process requirements and engineering standards.
  • Ability to communicate effectively with supervisor, other operators and plant personnel.
  • Must be able to understand and execute complex written and oral instructions and relay instructions to other employees.
  • Demonstrate initiatives and be able to work with little supervision.

Experience requirements:

Instrument and Controls Engineer with 5-8 years of relevant experience in I&C of oil & gas, refinery, petrochemicals, or fertilizer plant.
