APPLICATIONS ARE INVITED FOR THE POSITION OF DIRECTOR GENERAL MARKET IMPLEMENTATION & REGULATORY AFFAIRS DEPARTMENT (MIRAD) QESCO. QUETTA

1. QESCO is one of the geographically largest Distribution Company of Electricity in the Public Sector serving more than 650000 consumers having 6000 employees with annual revenue base of more than Rs.85.94 Billion and consisting of operational area covering across Balochistan except Lasbela District. The Charter of QESCO is to provide reliable and safe electric power supply to its consumers in its jurisdiction. 2. Company intends to create a new department (MIRAD) for performing jobs under CTBCM. This new department (MIRAD) will be headed by a D.G (MIRAD) QESCO.

3. The company intends to hire a dynamic person for the post of D.G (MIRAD) QESCO. This position will provide leadership and direction to company for implantation of respective actions for the development of competitive electricity market in Pakistan and its operation afterwards. The MIRAD functions include bilateral power purchase contract agreement, legal and regulatory affairs, billing and settlement with market operator, demand forecasting and transmission planning. The department will be interface of QESCO with competitive trading bilateral contract market (CTBCM).

4. Qualification:

Bachelors or equivalent degree in Engineering/Finance/Accounting/Law/Management Sciences from reputable HEC recognized universities. A Masters degree will be an added advantage.

5. Experience:

Minimum 15-years of total experience including 10 years of experience in Power Sector. The candidate should possess strong knowledge of the technical, commercial and Financial matters of the utility business / power sector along with regulatory affairs contract management, and legal issues. Knowledge of competitive electricity markets will be an added advantage.

6. Age Limit:

Up to 55 years at the time of application

7. Nature of Employment:

The employment shall be purely on contract for an initial period of three (03) years, with annual performance evaluation to be conducted by the Board of Directors (BoD) QESCO.

Mandate/Charter of Duties: 

  • To develop concept papers and recommendations for preparation of future plans for Hydro Power & Water Resources Development on the analogy of existing Water & Energy Policies/Plans of GoP
  • To ist WAPDA Hydro Planning organization in the ongoing studies of Hydro Power & Water Resources Projects through Consultants & in house experts to make the techno-economically feeble
  • To carry out review of Master Planning of Hydro Power & Water Ressources Projects
  • To assist WAPDA Hydro Planning organization in identification of alternative layouts, Projects Sizing Power Potential and Project Optimization etc.
  • To provide expert opinion to Authority on critical issues pertaining to under implementation Mega Projects.
  • Any other Duty/Responsibility assigned by the Authority.
